I have a navy satin spaghetti-strap dress that is knee-length with white polka dots and a medium size length of white lace across the middle.
1. Would this dress look okay at a semi- formal or is it too out of style?
2. What kind/color of earrings can I wear??
3. What color/kind of shoes should I wear?
4. Would a small white lace-ish shrug look okay to wear all night on top of the dress?
5. what kind of a hairstyle should I do? I have shoulder-length curly hair which can easily be straightened....i'd like to leave my hair down, so I need hairstyles for hair-down....

ok. lets start with hair. if you like it curly go for down and curly. if you perfer straight go for that. you could also put a cute clip in. Just make sure there's a little body because waves/volume is coming back.
next lets go to the dress. i think it sounds really cute %26amp; it would work perfectly for your event. %26amp;%26amp; hello! polka dots are always in style %26amp;%26amp; im not sure how i feel about the shrug. if its the one with the sleeves and all fine. not to lacey though. if its something in which you dance i would take the shrug off if it just hangs on your arms.
next shoes and accessories. RED! red shoes would look ultra chic and cute. or even yellow. but not a deep red and not to bright. red earrings would also look adorable. [or yellow depending on the shoes you get] try to get some red metal or plastic bangles from claires and a cute necklace to tie it all together.

1. I think it would be perfect! Not out of style at all, but make sure you wear a handbag because the dress sounds a bit more casual than formal. But I guess it's a semi-formal, so it might be okay.
2. Wear silver earings (hoops or studs)! They'll match with the white polka dots
